I would think that, overall at least, France is more wildly creative than 95% of the USA.

Leaving France and moving to the USA (or any wild creative place) and integrating, or building, a community of soul led artists and creators

I would think that, overall at least, France is more wildly creative than 95% of the USA. Or maybe I just live in a dull neighborhood. :)
