I get what you're saying, but you're accustomed to a hierarchical church (at least to a degree). The SBC is the epitome of American individualism (both good and bad); even the SBC president has no actual power to dictate anything to the churches.

As for licensing, the only license they will ever allow is the one you get after being examined regarding your doctrine by the deacons of the church, which almost any man can get (I've still got one myself and I've gone back to the Catholic Church...they never get revoked).

The best they will do is set up the offender database they have already agreed to, but unless the individual congregations report their offenders it won't matter. I think it will take a generational change for real change to happen.
