He is actually only considered infallible on dogmatic issues and when he specifically claims infallibility on the issue. There have only been two infallible decrees ever made: on the dogma of the Immaculate Conception and the dogma of the Assumption of the Virgin Mary. Even the statements John Paul II made concerning the possibility of women priests were not considered infallible.
